Senior Manager, Impact Measurement and Evaluation (Environmental) Headquartered in Toronto, the Canada Infrastructure Bank (the CIB) is responsible for investing $35 billion in federal financing in new infrastructure projects.

The CIB’s mission is to work with provincial, territorial, municipal, federal, Indigenous and private sector investor partners to transform the way infrastructure is planned, financed and delivered in Canada.As an impact investor, the CIB seeks to quantify the contribution its investments make towards a holistic set of outcomes.

Across our priority sectors, the CIB currently has set objectives for Greenhouse Gas Reduction, Transit Ridership, Indigenous Communities served, broadband connections and economic benefits of trade.

The Senior Manager, Impact Measurement & Evaluation (Environmental) is responsible for establishing clear and consistent approaches to identify, quantify and measure the GHG reduction outcomes of the CIB’s investments, including approaches to consider additionality, attribution and the risks of achieving impacts, within the CIB’s Investment Framework.

This role will also partner with the asset management team to develop and implement approaches to evaluate whether the estimated GHG reductions were delivered.

This position requires a strategic thinker with a strong skillset in policy analysis.

It requires communication and interpersonal skills who is comfortable to engage senior leaders both internal and external to the CIB.

Your responsibilities include: Own the CIB’s measurement standard for Greenhouse Gas Reductions in its investments, ensuring consistency with international standards and best practices including the GHG Protocol and ISO14064 Develop and own the CIB’s approach to measurement of other environmental benefits of a project Develop and execute internal training programs that increase awareness and understanding of the CIB’s approach to GHG reduction measurement Support investment teams in their analyses of the GHG reduction outcomes for individual potential investments Review and approve estimated GHG reductions for projects as part of the CIB’s integrated investment process and complete associated portfolio assessment Lead evaluation initiatives that assess whether the immediate measurable outputs of the investment achieved the long-term outcomes in areas where they cannot be directly measured (for example, if the CIB makes an investment in an energy storage project with the objective of reducing greenhouse gasses – to what extent did the project achieve those outcome) Serve as subject matter expert on CIB’s approach to corporate emissions inventory, metrics and initiatives Your ideal profile: Undergraduate degree, with an advanced degree (e.g., MSc, MEng, MPA, MBA, or equivalent) preferred Minimum 5 years of progressively senior roles related to impact measurement and evaluation or greenhouse gas assessments Strong policy acumen, with demonstrated aptitude for strategic, analytical and critical thinking Demonstrated leadership, with ability to influence and build relationships Comfortable communicating with high variety of levels and functions within large organizations Bilingualism (English and French) is an asset (training can be provided) To apply for this position, please email your resume to with the Subject Line: Senior Manager, Impact Measurement and Evaluation (Environmental), before August 12, 2022.We thank you for your interest.
