Reporting to the Director Occupational Health, Safety & Emergency Management Planning, t he Emergency Management Planning Officer is responsible to coordinate, advise and participate in the development and revision of Emergency Management programs, policies and procedures to ensure compliance with applicable regulatory requirements The Emergency Management Planning Officer will support, promote, recommend and assist with the ongoing development and improvement of Emergency Management programs and related elements such as environmental health and safety hazards, infectious diseases, reduction of risk factors for non-occupational health injuries and diseases, fire and emergency disaster planning and training to promote and facilitate a workplace safety culture across the ROHCG.

Accountability 1: Emergency Preparedness Programs, Policies and Procedures Prepares plans that outline operating procedures to be used to response to all emergency situations in accordance with prescribed Ontario Hospital Association guidelines.

Updates and recommends alterations to the emergency response procedures based on regulatory changes, technological changes, or knowledge gained from the outcomes of previous emergencies.

Develops, implements, monitors, evaluates and coordinates disaster response or crisis management activities, such as ordering evacuations/drills in hospitals, LTC facilities, laboratories, research institutes, and outreach stations.

Develops and maintains a system for coordination of Individualized Emergency Response Plans Facilitates After Action Reviews (AAR) following emergency events to assist with continual improvement of the EM program.

Coordinates the completion of Business Continuity Planning with Program/Department leaders.

Coordinates completion of the Hazard Identification Risk Assessment (HIRA) for the ROHCG.

Keeps MOU’s up to date with community partners.

Fulfills all requirements related to Accreditation Canada Fills periodic shifts as the Hospital Duty Officer with HEPCO to support regional communication during emergency events.

Implements and maintains the Mass Notification System for the ROHCG.

Maintains the Emergency Management Framework detailing annual priorities regarding plans development, training etc.

Works with facilities management to meet Fire Safety requirements.

Networks with agencies and associations to obtain current information on EM approaches and practices in healthcare.

Develops and maintains liaisons with other Ottawa hospitals, municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, as well as personnel and equipment exchanges.

Communicates with Hospitals Emergency Planning Committee of Ottawa (HEPCO), police, fire, and EMT staff so that in case of an emergency everyone will be able to work together efficiently.

Develops and coordinates training, exercises and drills for ROHCG employees on how to effectively respond to emergencies and disasters and ensure continuous improvement of the program Acts as a Subject Matter Expert /resource member on committees as assigned by the Director.

Coordinates corporate emergency management committee requirements Works in a manner that complies with staff and patient/client safety practices, policies and procedures of The Royal.

Accountability 2 : Emergency Management Programs, policies and practices Manages Emergency Management Mandatory training requirements.

Creates and facilitates EM training, tabletop exercises and online modules.

Works with program leaders to meet EM training requests/requirements Develops, administers and coordinates polices, procedures, programs and initiatives for Emergency Management Programs by maintaining knowledge of current trends, practices and related medical issues.

Ensures that all Emergency Planning policies and protocols meet legislative and regulatory requirements and apply best practice standards Ensures a work environment that is conducive to The Royal’s Anti-Racism, Harassment & Discrimination Free Workplace policy.

Performs work in accordance with the provisions of Hospitals Emergency Planning Committee of Ottawa – HEPCO, SEO – Regional Incident Management Planning Committee and all ROHCG policies and procedures related to Emergency Planning.

Acts as a resource for managers, employees on emergency planning matters by providing advice and support.

Accountability 3: Education and Training Provides education, guidance, advice and consultative services to staff, management team and relevant committees on all Emergency related issues.

Provides ongoing education to managers on Emergency Planning Conducts regular safety audits/inspections and work with management team to ensure departmental inspections are done, reported and follow-up is complete.

Recommend specific accident prevention training program.

Maintain statistics, monitor trends, identify needs for interventions, further training, etc.

Accountability 4: External Providers Serves as a liaison with external providers as it relates to Emergency Management Planning.

Collaborates with external providers to plan and share emergency disaster planning & exercises.

Other duties as assigned.

Qualifications : Baccalaureate degree in a Health Profession with completion of a certificate/ diploma in Emergency Management or completion of a University program with relevant work experience will be considered.

Previous certification as a Joint Health and Safety Committee member an asset Over 3 years of safety experience, preferably in a healthcare setting Working knowledge of applicable: the Workplace Safety and Insurance Act, and Safety/Emergency Planning legislation.

Experience in developing and implementing Emergency Management programs.

Knowledge of Emergency Management Programs best practices, current wellness issues and identifying and reducing risk factors.

Knowledge of collective agreements and working in a unionized environment Ability to establish priorities and meet deadlines Demonstrated skills in planning & delivering education/training programs to adults Excellent interpersonal, organizational, communication and facilitation skills Demonstrated ability to deal effectively with staff at all levels Ability to deal effectively with internal and external customers Ability to work independently and as a member of a team English level A
– is mandatory in oral expression, oral comprehension, reading and writing.

Bilingual (French/English) is an asset.
