IO’s Development Enterprise Team engages new partners in new types of partnerships to promote the development and strategic management of publicly-owned assets.
The team develops commercial solutions, executes procurements, and manages assets across new asset classes and infrastructure sectors, including subways, transit-oriented development, and long-term care facilities.The Development Enterprise Team has three Departments, consisting of Landmark Projects (LP), Social Purpose Projects (SPP) and Transit Oriented Communities (TOC).As a Senior Advisor, Development, you will support LP, SPP or TOC with key program-to-government relationships, partnered with ministry stakeholders, to support program-level governance and approvals, key interfacing (project delivery team, municipal stakeholders, government), and the generation and collation of supporting materials and deliverables, including the identification and implementation of areas of improvement within the program’s existing or new lines of business and/or internal processes.
The Senior Advisor will facilitate efficient and effective project delivery by building relationships across different disciplines and divisions at Infrastructure Ontario and across Development stakeholders within the broader public sector.
What You Will Do Support the formulation of strategies and processes to optimize program-level governance and execution.
(e.g., Coordinate and participate in internal and external problem solving sessions / workshops with ministry stakeholders; develop material to test understanding of problems and range of solutions; participate in briefings to senior management (internal and external) to validate findings and obtain consensus) Develop communications and presentation materials, and represent IO at working group meetings and briefings with senior government officials Support the roll-out of complex and/or politically-sensitive Development files.
Tasks include securing all appropriate authorities (internal and external) and preparing and finalizing project schedules for IO to be held accountable to and implementing project management protocols and best practices Liaise across IO and government – other IO departments, client ministries, TBS staff, provincial controller staff, etc., to ensure efficiency of program administration Support program discussions and communications with private sector stakeholders through market soundings and transaction implementation discussions.
(e.g., develop market sounding guides and related documentation such as NDAs, etc.; coordinate and participate in market sounding sessions with industry and ministry clients) Support the establishment and approach to, and participate in, negotiations between the province and other levels of government.
(e.g., develop highly sensitive documents to outline government’s negotiations strategy; work with Development colleagues to test approaches, as well as, ministry clients to advise on approaches and seek input on constraints and objectives).
Manage SharePoint database and keep stored data up-to-date and troubleshoot any technical issues Who We’re Looking For A few years’ experience working with or within government to support the development of complex strategies to senior decision-makers in a compelling, effective, and tailored way Experience in the formulation of strategies and processes to optimize program-level governance and execution (e.g., Conducting analysis and modelling to support the development of complex strategies / transaction structures to senior decision-makers in a compelling, effective, and tailored way) Experience working in large, multi-disciplinary, cross-functional teams to deliver complex and politically sensitive projects A demonstrated ability to find innovative solutions to complex problems Ability to successfully navigate ambiguous situations and align multiple stakeholders around a common solution and path forward A general understanding of database management and analysis would be beneficial Substantial experience in finding innovative and performance improvement solutions to program-level processes, with an aptitude for multi-level stakeholder negotiations.
