Full Time Program Service Manager

This is a Contract position in Hamilton, ON posted March 17, 2023.

We are currently hiring a Full-Time Program Services Manager.

This position reports to the Director of Community Programs and is currently assigned to work in the Toronto Ontario (DVP & Lawrence Avenue) area.

This is a full-time position that works 40 hours per a week, currently scheduled Monday to Friday, flexible to meet program needs.

To ensure supervision is provided to the Booth Supportive Services Team, to meet the Funders expectations of service delivery.

To contribute to the quality development of The Salvation Army services to the homeless to meet the vision and planning goals.

KEY RESPONSIBILITIES: Consult and Coordinate Shelter locations to ensure consistent /streamlined delivery of services including Development and review of Policies & Procedures to ensure that they reflect new processes based on housing supports Provide dynamic leadership and supervision Contribute to the quality development of Salvation Army services to the homeless to meet vision and planning goals Ensure clinical case work supervision is provided to Housing Support Services to meet expectations of service delivery Lead THHS ministry units in moving towards Evidence Based Practice in program services.

Program Development Triage Support the implementation and adoption of the Triage processes across all THHS shelters Support staff and trainers on Triage process Case Management Support the implementation of Case Management process across all THHS shelters Support ministry units in adopting evidence based Case Management process Support staff and trainers on Case Management process Ongoing monitoring of Case Management process Support Research Analysist in completing fidelity monitoring of programs.

The Outcomes Star Support the implementation and adoption of the use of The Outcomes Star across all THHS shelters Support staff and trainers on The Outcomes Star Ongoing monitoring of The Outcomes Star Work with Senior Leadership team to identify areas of program strengths and development for ongoing program development Support ministry units in areas of developing program evaluations, theories of change and logic models as needed Participate in strategic and program planning Ensure that program planning incorporates Spiritual Care Program Monitoring and Evaluation Responsible for City of Toronto Housing Help reports for THHS ministry units Ongoing monitoring of Triage program implementation Oversee the development and production of quarterly and annual reports on data as it relates to Triage process Oversee the development and production of quarterly and annual reports on data as it relates to the THHS programming Support the design, implementation and evaluation of pilot projects in THHS ministry units Design, implement, THHS evaluation tools including client survey’s, focus groups and interviews as part of ongoing evaluation processes to support a continuous improvement cycle and accreditation standards Support ministry units in ongoing research and program evaluation needs Support ministry units in training needs as it pertains to programs services Research Responsible for direct supervision of Research Analyst Responsible to oversee and provide direction on THHS research and evaluation projects Lead the development of a Research and Evaluation Strategy Responsible to produce and/or oversee and provide direction on research and evaluation reports Work with ministry units to ensure research and evaluation accreditation needs are met Work with ministry units on their research and evaluation needs Support the implementation of research projects at ministry units as appropriate Recruit and train students and volunteers to support research and evaluation projects Develop research conference proposals and presentations on behalf of THHS Support dissemination of THHS research Program Oversight for Booth Support Services (BSS) Responsible to work with the Executive Director in leadership, coordinated development and achievement of the agencies’ missions, visions, and strategic priorities; and the operationalization of agency values Oversee the continuous improvement of all BSS program operations Oversee the evaluation of all BSS program services and operations Lead the development and implementation of safety procedures for all program staff and students Build and maintain relationships with all BSS housing partnering agencies to ensure contract compliance and healthy working relationships Ensure the Housing and Community Supports programs’ policies and procedures are developed, implemented, reviewed and updated annually in accordance and consistent with The Salvation Army (TSA) Operating Policies, Accreditation Standards and Review Procedures, legislative requirements and funding expectations, meeting strategic and operational objectives Annually lead and update the agencies strategic priorities and annual goals, manage their achievement, evaluate and report goal outcomes through a team-based strategic and annual planning process consistent with key stakeholders’ strategic priorities (i.e.

TSA, MOH, and TC LHIN); plan and prepare for program reviews and audits, including implementing new programs to meet agencies’ changing needs Participate in the development and implementation of safety procedures for all program staff and students Research, plan, develop, implement, promote, manage, evaluate and report on Housing and Community Supports program operations from a holistic perspective, including life-span and cultural considerations, that are relevant, practical and engaging for the agencies’ populations, responsive to emerging trends and opportunities, consistent with best practices, meets stakeholder, and current legislative requirements such as participants’ social inclusion, and is integrated effectively internally, and coordinated with the external community Responsible to work collaboratively within our communities and continually build and maintain good relationships and/or strategic partnerships with external agencies and networks to enrich TMHS programming Facilitate connection with other TSA agencies and external supports to increase access to complementary programming that responds to the particular needs of participants Interact/network with government, community agencies and The Salvation Army consulting and support personnel to advocate for participants and the program Liaise with funders and other community leaders to promote awareness of the program and to share and maximize resources Prepare and facilitate program budgets and/or reporting to TSA, LHINs, MOH and other stakeholders as required.

Also ensure proper documentation, information sharing, and maintenance of up-to-date records and agency statistics Design job descriptions and staff training program for paid staff, placement students and volunteers if applicable in consultation with Director of Employee Relations Program Duties and Responsibilities: Ensure clients receive proper client care while relating to the department staff Seeks opportunities to further develop programs to ensure clients achieve goals and transition to safe permanent housing Maintain program and agency documentation as per policies Human Resources Responsibilities: Schedule, conduct and document supervision Conduct Performance Reviews and Evaluations Work in accordance to Policies and Procedures established for the Agency and in compliance with legal requirements i.e.

legislation, union collective agreement Ensure department staff are trained in accordance to established policies & procedures and the case management system Recruit, select & train new staff as necessary Work with respective post-secondary institutions in regards to developing appropriate student placements Conduct supervision with placement students Keep an updated record of all sick days taken by each staff Staff training: Support ministry units in training needs as it pertains to programs services Triage Case management The Outcomes Star Housing First Other needs as they arise Administration Responsibilities: Foster cooperation, effective communication and unity of purpose between all departments Be an active member of the Executive Committee and the Management Team and attend all meetings Ensure policies and procedures are developed, implemented and reviewed annually in accordance with The Salvation Army Operating Policies, Accreditation Standards and Review Procedures, legislative requirements and funding expectations To act as a liaison and/or provide service between the Toronto Housing and Homelessness Supports and various Community contacts, acting as The Salvation Army representative on Agency and/or Government Committees as requested and/or approved by the Executive Director Develop trackable outcome measures and oversees data recording/reporting Completes statistical, monthly, quarterly and annual reports as required Support the Executive Director in other duties as required Complete relevant Request for Proposal applications as they support Program Services Health and Safety Responsibilities: To assist the Executive Director to ensure that all Health and Safety requirements specific to the Hostel are in compliance with the Occupational Health and Safety Act To conduct information sessions (safety talks, staff meetings) To assist with incident investigations as needed To assist with employee health and safety training To assist, make recommendations and/or correct substandard acts or conditions To assist in commending employee health and safety performance To perform employee safety observations To ensure compliance with specific Hostel requirements within sections 25 & 26 of the OHSA Organizational Responsibilities: Adhere to standards that are consistent with the values & philosophy of The Salvation Army and Broadview Village Participate fully and constructively in staff meetings and in-service Training Engage in formal Evaluations Sessions with Supervisor at 3 & 6 months during the first year of employment and annually thereafter Read and follow the Policy & Procedures Manual and the Employees Handbook.

Will be required to be trained and certified in NVCI (non-violent crisis intervention and prevention) and First Aid QUALIFICATIONS AND EDUCATION REQUIREMENTS: Master of Social Work Certificate in First Aid/CPR, Crisis Intervention and Conflict Resolution Valid Ontario Class “G” Driver’s License and a current copy of a Driver’s abstract for review and verification that is satisfactory to The Salvation Army, in its sole discretion, is required A combination of equivalent experience and education may be considered EXPERIENCE AND KNOWLEDGE: At least seven years of significant work related experience including case management and clinical supervision of employees, program development and implementation and program management Experience with extremely marginalized homeless people with mental health problems, addictions, concurrent disorders and familiarity to a wide variety of resources in the Greater Toronto area Extensive knowledge of housing and homelessness, and systemic issues related to housing, poverty, addictions and mental health SKILLS AND CAPABILITIES: Computing skills including MS Office (Access, Excel, Word, etc.), internet research, email and database management Excellent written and verbal communication skills in English Must have excellent interpersonal communication skills and a collaborative team approach to create a working climate that is positive and mutually supportive The ability to maintain the confidentiality of highly sensitive information is mandatory Demonstrated commitment and ability to treat others with respect, dignity and tact, as well as the ability to care for people with differing abilities Demonstrated commitment to continuing professional development Demonstrates relevant understanding of, and compliance with, legislative knowledge of the Employment Standards Act, Human Rights Act, collective agreement and other applicable legislation as required Demonstrated ability to be flexible and adapt to a fast-changing environment Ability to develop and sustain collaborations with colleagues from multiple external community organizations including funding agencies A demonstrated ability to communicate respectfully and effectively with a range of people in diverse situations (clients, colleagues, partner organizations, funders) Fluency in French is considered an asset Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening , completed no less than 2 months prior to date of hire Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities In support of our commitment to a healthy and safe workplace and community, The Salvation Army (TSA) has a vaccination requirement for all new employees within the Province of Ontario, Social Services sector .
